A larger library with integrated services and spaces together in a Community Hub enabled the library to grow its services, programs, catering for a greater number of users. This effectively implements Greater Dandenong’s strategic priorities, improving literacy, social, cultural, economic and educational outcomes.

The hub homes a range of distinguishing and innovative features:

  • The design incorporates both the Community Hub and Library activities within a single and unified building, without any visual or perceptual barriers between the spaces. The community is free to use any public space throughout the building for individual and group study, reading and informal meetings.  
  • Indoor and outdoor areas are enabled to be activated simultaneously and separately creating significant flexibility for the community.
  • Council have invested in a community partnership model and seeks the input of local communities.
  • The building implemented several initiatives classed as “innovative” in accordance with the Green Building Councils Green Star Rating Framework.
  • The Urban Screen which can pivot 45 degrees, is connected via Council’s municipality wide network, allowing Council to share content and programming remotely.
  • Springvale District Historical Society, Justice of the Peace and Language and Literacy Staff are located onsite.
  • Landscaped gardens including playground, playable water feature, and multi-sports courts.
  • The hub prides itself on celebrating the community, history and culture and has a range of public art elements that share stories:
  • Waa and Bulln Bulln ceremonial Fire pit celebrating traditional owners of the land.
  • Borders artwork in gardens, including, personal migrant testimonies and a line representing coasts of origin.
  • Signatures artwork, 17 languages from the community, with the words ‘welcome’, ‘talk’, ‘make or create’ and ‘friends’ etched into internal bluestone wall.
  • Unfolding Rose artwork, inspired by the Spirit of Enterprise, the petals symbolise the entwinement of past migrant achievement and future community.
  • The Mitchell Hall to celebrate Merle and Eric Mitchell, both advocates for refugee/migrant families. Eric was a former school teacher and the last Mayor of Springvale prior to amalgamation. Merle was a community advocate who was a part of the Enterprise Hostel and an advocate for aged care reforms.
